Is WhatsApp Business Free or Paid? The App vs the API, and What It Really Costs
The WhatsApp Business app is free; the API charges per template message plus a platform fee. What's really free, the Oct 2026 change, and a decision table.
The WhatsApp Business app is free, with an optional Meta Verified subscription in some countries. The WhatsApp Business API is paid: Meta charges for template messages by category and country (a marketing message in Saudi Arabia is about $0.0576), and the platform you use adds its subscription. From October 1, 2026, Meta confirmed that service replies inside the 24-hour window are also paid, with 1,000 free replies a month per number according to partner platforms.
01The WhatsApp Business app: genuinely free, but limited
The WhatsApp Business app is free to download and use: a business profile, catalog, quick replies, greeting and away messages, and broadcast lists.
- Devices: the number works on the phone plus up to 4 linked devices.
- Broadcasts: broadcast lists only reach people who saved your number.
- No real automation: no chat assignment between staff, no reports, and no connection to a CRM or AI agent.
- Bans: bulk sending to numbers that never contacted you puts the number at risk of a ban.
Meta Verified is an optional paid subscription that Meta launched for the WhatsApp Business app in June 2024 in Brazil, India, Indonesia and Colombia, starting at about $14 a month. It gives you a verified badge, impersonation protection and extra features. Availability and price vary by country, so check the settings in your app.
02The WhatsApp Business API: where does the cost come from?
With the API you pay two layers: Meta's fee for every delivered template message (and, from October 1, 2026, every service reply too), and the subscription for the platform you manage conversations from (inbox, team, bot, campaigns).
| Message category | Saudi Arabia | UAE | Rest of Middle East |
|---|---|---|---|
| Marketing | $0.0576 | $0.0576 | $0.0392 |
| Utility | $0.0107 | $0.0157 | $0.0091 |
| Authentication (OTP) | $0.0107 | $0.0157 | $0.0091 |
| Service replies inside the 24-hour window | $0.0107 from Oct 1, 2026 | $0.0157 from Oct 1, 2026 | $0.0091 from Oct 1, 2026 |

03What's free on the API, and what changes in October 2026?
- Service replies: your free-form replies to a customer within 24 hours of their last message. They were free until 30 September 2026 and are charged at the utility rate from October 1 (according to Meta partners, the first 1,000 a month per number are free).
- Utility templates inside the window: paid from October 1, 2026, according to Meta's documentation.
- Free entry point: if the customer starts the chat from a click-to-WhatsApp ad or a button on a Facebook Page, messages are free for 72 hours.
A change from October 1, 2026: Meta's pricing documentation confirms that service replies inside the 24-hour window are now charged per message at the utility rate of the customer's country, and so are utility templates sent inside the window. Meta partner platforms report that the first 1,000 replies a month per number are free, but this limit does not appear on Meta's public pricing page, so check it in your billing dashboard. The 72-hour window from ads stays free.

With Modeer 360, Meta fees pass through at cost with no margin, so what you calculate here is what you actually pay Meta, on top of your plan price.
05Examples: which messages are free and which are paid?
One conversation can mix free and paid messages. Here are examples with their categories:
- Welcome reply and quick reply: free-form messages inside the window, paid from October 1, 2026 at the utility rate (first 1,000 a month per number free, according to partner platforms).
- Order confirmation and appointment reminder: a utility template, paid both inside and outside the window from October 1, 2026.
- Seasonal offer: a marketing template, always paid except within the free 72-hour window.
- Verification code: a paid authentication template.
06Decision table: the app or the API?
| Your situation | WhatsApp Business app (free) | WhatsApp Business API with Modeer 360 |
|---|---|---|
| One employee and dozens of chats a day | Enough | Usually too early |
| More than one employee on the same number | Hard and limited | Chat assignment and a shared inbox |
| Smart auto-replies, bookings and orders 24/7 | Quick replies only | An AI agent that understands dialects and voice notes |
| Campaigns to thousands of opted-in customers | Broadcast lists only to people who saved your number | Campaigns with approved templates and reports |
| Connecting WhatsApp with a CRM and customer calls | Not available | CRM and call center on the same platform |
| Cost | Zero (Meta Verified optional) | Plans from $65 a month + Meta fees at cost |
A simple rule: once more than one employee is replying, or messages get lost at peak times, the free app is costing you more in lost sales than it saves.
