Can I Use More Than One WhatsApp Number for My Business? Branches, Departments and Messaging Limits
How many WhatsApp API numbers can your business have? You start with 2, rising to 20, and since October 2025 the messaging limit is shared across numbers.
Yes. A new business portfolio on the WhatsApp Business API starts with two registered numbers, and the limit rises automatically to 20 numbers after business verification or reaching the 2,000 messaging limit, and you can request more. But since 7 October 2025 the messaging limit is shared across all numbers in the portfolio, so adding numbers does not increase how many people you can message per day.
01How many numbers are you allowed?
| Situation | Maximum numbers | Note |
|---|---|---|
| New business portfolio | 2 numbers | The starting limit for all new portfolios |
| After business verification or reaching the 2,000 limit | 20 numbers | Rises automatically, with a notification in Meta Business Suite |
| More than 20 | On request | Through Meta support when there is a genuine need |

The WhatsApp Business app is different: each number needs the app on a phone, with up to 4 linked devices. So multiple numbers on the app mean multiple phones and scattered management.
02The messaging limit is shared, not per number
This is the most overlooked point: since 7 October 2025 Meta calculates the messaging limit at the business portfolio level, and all numbers share it. If your limit is 10,000 customers in 24 hours and you have five numbers, they add up to 10,000 in total, not 50,000.
- One number can use up the whole limit: a big campaign from the Jeddah branch number may leave nothing for the Riyadh branch that day.
- A new number inherits the limit: instead of starting at 250, it shares the portfolio limit immediately.
- Replies do not count: the limit applies to messages you initiate, and replies to customers inside the 24-hour window fall outside it.
03When do you really need more than one number?
| Situation | One number with routing | Multiple numbers |
|---|---|---|
| Branches in the same city | Best: the customer picks the branch and is routed automatically | Confuses the customer |
| Sales, service and collections | Best: a welcome menu that routes to the department | Acceptable if the teams are completely separate |
| Two different brands | Mixes up the identity | Best: a number and name for each brand |
| Different countries | Possible | Best: a local number per country that customers trust |
| OTP verification codes | Mixes notifications with service | Best: a dedicated number for notifications |
The simple rule: one number for each identity the customer recognizes (brand or country), and internal routing for everything else (branch, department, staff member).
04One number with smart routing: what does it look like?
The customer taps, and the chat goes to that branch's team in a unified inbox. The manager sees all branches, each staff member sees only their own chats, and the AI agent answers general questions before handing over.
05If you choose multiple numbers
- A display name for each number: approved by Meta and clearly tied to your brand, such as the brand name with the country or department.
- Templates per account: templates belong to the WhatsApp Business Account, so numbers under the same account share them.
- Quality per number: each number has its own quality rating, so a misused number may have its templates restricted.
- A shared sending plan: spread campaigns across numbers so one number does not use up the portfolio limit.
- One inbox: bring all numbers into one platform so chats do not get lost between phones.
06What about the cost?
Meta charges for messages by category and country, not by the number of phone numbers. For example, marketing templates in Saudi Arabia cost $0.0576 per message, and replies inside the customer service window are charged at the utility rate from October 1, 2026 (Meta partners report that the first 1,000 replies a month per number are free). The extra cost of additional numbers is the cost of the number itself from the carrier, plus any fees from the platform provider.
With Modeer 360, Meta's fees pass through at cost with no markup, and plans start at $65 per month. Ask the Modeer 360 team about connecting more than one number on your plan.

Frequently asked questions
How many WhatsApp API numbers can I add?
Two to start with, then 20 automatically after business verification or reaching the 2,000 messaging limit, and more by request to Meta support.
Does each number have its own messaging limit?
No. Since 7 October 2025 the limit is set at the business portfolio level and shared by all numbers.
Do I need a number for each branch?
Usually not. One number with a branch selection menu and automatic routing is easier for customers and for management.
Does each number have a different display name?
Yes. Each number has a display name reviewed by Meta, and it must be clearly tied to your brand.
